Upon the invitation of Bonn's municipal councillor for cultural affairs, numerous artists discuss initial ideas for a Kunsthalle in Bonn. 25 May 1977 The Federal Cabinet states that it regards an "intellectual and cultural center" (Kunsthalle) to be an important contribution towards defining a convincing concept for the capital. The idea called for a joint Federal Government and Länder institution which would assume "national representational" tasks in the federal capital of Bonn. From 1981 Citizen action groups in Bonn, the "Förderverein Kunsthalle Bundeshauptstadt Bonn" and the association "More Art for Bonn" provide further impetus to the project. 13 June 1984 The Federal Cabinet decides that the Kunst- und Ausstellungshalle be located on the Friedrich-Ebert-Allee/Walter-Flex-Straße site (together with Bonn's Municipal Art Museum).
